Wil mac os extended file system work with high sierra, and do updates?
I know it does not with Mojave, but does it work with HS?

Yes. It's a supported 10.13 config, at the time APFS wouldn't work with HDDs, only with SSDs. You can install 10.13 with HFS+ to SSDs using startosinstall.
