No they are not compatible with lte bands.

Only starting with iPad 2013 models are they compatible lte bands.

Yes that's correct. The 1st Gen iPad Mini for Verizon will not get LTE on AT&T, only "4G".

Also the AT&T model cannot be used on Verizon no matter what because Verizon will not activate any iPad other than their own specific model.

Thank you for the information. This is very, very good news. I'm trying to find the best option for coverage over the US (traveling) and the Verizon model seems like, without a doubt the best possible model for my purposes considering I can carry two forms of wireless coverage.
