will a non data sim work on a iphone without data charge?

i have a line from att and have NO type of data on it. i just purchased a iphone 3g v3.1 of ebay and was wondering if i was going to get charged for the DATA PLAN when i put the sim into the iphone?

if so, then i would like to know if there is any way around this charge.
