I am looking into buying this but wanted to hear your guys opinion about my issue and reason for looking to buy it.

My internet is slow upstairs despite my mac has full wifi signal (all lines shows in wifi status). The same goes for my iPhone. Well almost. It shows either 2 or 3 bars.

When upstairs my speedtest shows 1-2mbit while downstairs shows 60mbit.

Its clearly because I am upstairs but I am just wondering why my mac shows strong wifi but internet is slow.

Would using the airport express as a range extender help me get faster internet or am I just fooling myself?

I'll say what I always say in these circumstances: If you have any possibility at all, install network cables between wireless access points. An alternative, which can be a bit hit-or-miss depending on the wiring of your house are powerline adapters. A range extender will probably help, if you can put it in a good spot, but with the kind of Internet connection you seem to have, you will likely experience a slower connection when going via the extender compared to when running through your primary access point.

TL;DR: It will probably help, but there are better and worse ways of extending your coverage.
