I found a lady selling an ibook g4 and she said the hard drive is dead. She also said that it does not turn on but it worked before the hard drive died

Would the hard drive dying cause the computer to not turn on at all?

just found my 17 powerbook with a dead HD (clicking). It turned on when I used a different start up disk and sometimes the HD would even mount. (to another computer in target disk mode)

Most likely it is a power problem. There not that hard to change but unless you have another iBook for parts I wouldn't suggest the investment.
 
ok so it would at least give me some sign of life if i tried turning it on with out an install disk?
 
With a failed HD you should still get a folder with a blinking question mark on screen. If there is no sign of life at all it could be a bad A/C adapter, DC-in board, RAM or logic board.
