My first gen Nano workd like a charm with my USB 1.1. Slow to transfer, yes, but works just fine. Should be the same on a video, although I can't imagine transferring 30 (much less 80) GB of info through such a slow connection
 
My old 4G iPod used to have all sorts of problems when I used USB 1.1. At first, I thought I'd actually gotten a dud or quirky iPod, but when I switched over to a computer with USB 2.0, the problems cleared right up.

So, no, I wouldn't recommend using USB 1.1. Apple requires a USB 2.0 port for a reason!
 
my mom uses a 30gb 5.5G ipod on usb 1.1

It took a while to get her songs and tv shows on it, but it charges and works fine.
