I decided I want the 3G version and wouldn't mind waiting for it. Will Apple charge me a restocking fee? Or will they offer me a full refund for this iPad?

No restocking fee AFAIK. Before you return it though, how is the screen quality in terms of backlight bleed and stuck pixels?
It's good, I checked through the "Pictures" app since it was black. Can't really see much of a bleed. I'll return it probably tomorrow.
