will apple lower the price of the Ipad 2 or get rid of it after the new Ipad's launch

Do you mean the launch of the mini ipad? If so, it's a completely category of product so I can't see that it would affect the full size ipad line up
I'd say keep them both, particularly if the smaller iPad uses the iPad 2 internals. The benefit of doing so would be to offer options at the low end of the price range (assuming the iPad mini will be in the $299-399 range) while leveraging your supply chain by using common internals which are most likely less costly than those used in the 3rd gen iPad or the iPhone 5
