Since they are a bit more lenient with cross-app communication and widgets which allow developers to come up with really nice ideas and apps, do you think Apple might open up NFC capabilities after :apple:Pay settles in with multiple major retailers (to avoid competition such as google wallet or others).

Possibly with ios9. Kinda like how touchid wasn't opened up until iOS 8

Even then, they may never open up the secure element to devs.
 
my guess would be "slowly along the road"
Apple have always kept cards close and with a technology that they didn't embrace at first I think we will see a very limited use for external applications the next few years.

I doubt it, they'll not open anything up totally that will endanger their existing products. Just look at them pulling bose products from the apple store or locking down some of the technology that Safari uses, guaranteeing that other browsers will be slower.
