OK like many my upgrade status changed to unelegible, but w/e thats not my question. My question now is will Apple be selling the iPhone to unelegible customers? or do we need to go to AT&T. I ask this because of this

I underlined Qualified customers only. I don't know if they mean elegible customers only or what??
 
Has anyone talked to a Apple Store to see if this is true or can we still go in and pay 399/499?
