I heard this was true. Do you have to activate a line of service?

No, you don't have to activate a line of service, but I do believe they check that you are an existing AT&T subscriber. They ask for your phone number, but it doesn't activate the phone on your line. They give you an unopened box to activate at home via AT&T customer service.

TOTALLY FALSE you can get it non-commitment PROOF

yes you can i bought my 16gb iphone4 non-commitment at Houston Apple Store
Just walked in, yes they asked for my AT&T info. I said I am not an AT&T customer, i wanna buy outright, he said "OH OK that will be $599"

Same here at Chicago.

No questions asked about ATT account...

I was not able to do that at the West Farms Mall (CT) store. They said they could not sell a no commitment phone, the system would not let them.
