Will Apple skip pre-orders?

When the iPhone 5S was released they didn't do pre orders so I'm wondering if it'll be that way this time around? I hope not
 
There were problems with manufacturing ramp-up for the 5s. That is why preorders were not offered for that launch. It was an anomaly.
