iPhone 11 Pro @@@@Will ATT charge new line or Free transfer number ???

I just figure out att does offer great deal with trade in and only pay 23$ per month to get iphone 11 pro max- here how

I have trade in old devices to get new devices with credit 400$ value , but there is 2 option

1/ new line with new account number
2/ transfer existing number to new devices

So if i do option 2 , will i get charged for new line or no ???
