I want to sell my iPhone and the person wants it unlocked. Will ATT be able to find out I did that? And how do I unregister a phone from my name?

You should make sure your phone is indeed unlockable by seeing what your firmware and baseband are. I think currently, if you have a newer phone (newer bootrom) and the latest firmware, it is not unlockable yet.
 
NO. ATT will NOT unlock your phone. Ever. The only way to unlock a U.S. iPhone is to jailbreak and then unlock via s/w. However, I believe (someone will correct me if I'm wrong) that when you unlock this way and then update your firmware, like when 4.1 comes out, it will break the unlock and the phone will become locked again.

Yes, it breaks the unlock, which is why you have to be careful not to update.
