will ATT upgrade me??

I have been able to upgrade every year since the first iphone and im wondering if att will allow me to do so again this year. Its says my upgrade will not be until may of 2013. How was i able to upgrade every year??
 
they changed their policy. You would have to pay $199 + $250 to upgrade to the iPhone 5.
