Will Catalina fan noise go away over time?

Hi all,
I've just upgrade a 2018 MBA i7 from Mojave to Catalina - and immediately upon restart, the fans started to speed up. From google search I can see that this is a known problem. I have tried to reset SMC and PRAM without succes.

My question: Will it go away over time? Has it something to do with indexing in the background?

Update: If I turn off turbo boost via Turbo Boost Switcher, the fans remain pretty silent. As soon as I turn it on, the fans spin up to max as can be seen from the chart.

Is there a known issue or mismatch between the i7 gen. 8 (MBP 2018) and Catalina?
