I really wish third party audio apps could access the scrubber from control center or the lock screen. Does anyone know why this isn't 'allowed', and do you think it will ever happen?

Will devs ever have access to the scrubber?

I don't know for certain, but my guess is that the scrubber is directly tied to the Music app, and Apple is very unlikely to allow third party access to it. They haven't prevented Spotify and others from being on the App Store, but they're not about to give up one of the few things they have a leg up on.
If you press and hold the rewind/fast forward buttons you can skip along a song much like using the scrubber, however I've always wondered why developers don't have access to it.
