I have not been able to find this anywhere on Apple's website. Will dictation work on my fourth-generation iPod touch?
 
No, it will not. The reason being that the processor the 4 has is not up to the task of running Siri.

On the other hand, there are apps on the AppStore that do dictation, as well as jailbreak tweaks to enable Siri.

unfortunately not. The iPod Touch that will be made available next month will contain Siri as well as dictation.
 
No since the dictation is powered by Siri and the iPod touch 4G doesn't get Siri. You can jailbreak and use Cydia to get Siri though, but this might damage your device. My friend damaged his iPhone 4 like that so just buy the iPod touch 5G if you want Siri and Siri dictation.
