I've read the guide on how to downgrade and each of them says that you need to wipe out your entire hard drive, my windows partition is on the hard drive.

Will downgrading wipe it out too?
 
If you want to get rid of the Lion backup partition, then yes; if you don't care, then you can reinstall SL over Lion and retain your boot camp partition.

I wiped everything clean when I went back to Snow (boot camp, too).

I don't see a lion recovery partition on my Mac, all I see is the Macintosh HD and the bootcamp one I made when I open up disk utility

Could it be that it didn't create a backup partition since I installed Lion over Snow Leopard (upgrade)
