I don't know the answer for sure on this, but I believe that you can restore from a backup as long as it is to a newer version of the OS. So you could not restore from iOS8 beta to iOS 7.1, but you should be able to restore from iOS8 beta to iOS production version.

Yes. I restored my beta backup to my 8 GM phone and iPad no issue.
