Will I be stuck in the emergency screen while restore (updating) Verizon iPhone 4?

If we don't have the SIM, we get stuck in the emergency screen while updating or restoring the GSM iPhone.

Since, Verizon iPhone 4 doesn't have SIM card, what happens in this case?

And what if we have bad ESN?
