Will I feel a difference

Going from a 12"PB 1GHz 512MB to 11.6 1.4GHz 4GB in terms of speed browsing the net with an eye toward HTML5 sites?

I realize that I'll see a difference in other areas plus the size is perfect.

You will notice a speed increase in every aspect of the machine. You will have wireless n capability, plus a faster processor (perfectly capable of flash as well), and more ram for browsing with a lot of tabs, multitasking, etc.
