I bought a used 3GS on craigslist and the seller did not disclose that it had the 6.15.00 baseband installed. I found out when I got home and iTunes wouldn't load a standard update.

I figured out to load a custom ispw file, but I really miss GPS working correctly. I used to rely on the mapquest app turn by turn directions.

My question is, will iOS 5 upgrade the 6.15 baseband to something that allows GPS to work? I don't even need my iPhone unlocked or jailbroken! I just want live GPS and less battery drain...

No. Apple will probably never release an update that will update the 6.15 baseband. Its good for detecting voided warranties.
 
Sell that 3Gs. Most people (except us) won't care and will still buy it after you explain to them. Then get a new 3Gs from Craigslist and check the baseband before buying it. :D
