With Apple's strategy of anti-fragmentation. The only way to make a retina iPad mini would be to double the resolution like the iPad 3 and 4. Is this possible to have an iPad mini? Wouldn't the battery be too heavy and thick with today's technology? will iPad mini remain the same resolution for a while?
 
I think a combination of factors will allow it. Smaller power sipping chips, better battery technology, IGZO displays and filing the dead space (look at the video on the Apple site, 2:30 mark) will all contribute helping get a retina display in the mini.
