Will iPhone 4S/5 have a contract-free purchasing option?

I am wondering if we will be able to preorder the 4S/5 without a contract once it is announced. I am currently with ATT and I dont know if I wanna be tied down for another 2 years. I am currently without a contract on my 3GS. Was iPhone 4 able to do this once it was announced? Any feedback appreciated!

The iPhone 4 was not available unlocked in the US until just 3 months ago, so their is no comparison to last years launch to know if it will be available the same day as the subsidized version.

But now that we do have the option to get an unlocked iPhone in the US, I don't see why it wouldn't be available.
