As long as you can get a GPS fix (generally easier by a window), yes. As long as the receiver can get a fix it will determine your location. Yes it will, (though YMMV on interpretation of using a device that is sending/receiving on a plane, I probably wouldn't do it) the main issue is that unless you have maps preloaded on the phone you'll just see the dot in a field of gray since the phone needs to load the map data through an internet connection.
