Will Italian iphone 3g work in another country without unlocking?

Hi,
I'm new here and I don't whether this has been addressed before. I intend buying an unlocked iphone from italy and use it in norway. However enquiries made at the TIM shop indicates I still have to unlock it before I can use it outside italy. Is that so? I don't want to unlock..
