Will iTunes Match give you iTunes Plus for $25?

If iTunes Match will allow you to stream 256, but also download the songs on other devices, wouldn't these downloads all be 256 Kpbs, or iTunes Plus quality?

iTunes now tells me I can upgrade all my music for $82.20, but it seems paying $24.99 for iTunes Match would be much cheaper, plus giving me the opportunity to stream music without downloading it if I want for one year.

Yes, they specifically stated it would be downloadable in the iTunes Plus format. It wasn't even supposed to stream originally, though they seem to have added that.
