Will Lion recovery switch to ML recovery on update?

When I update my OS from the apps store when ML comes out, will my mini install mountain lion if I ever do a fresh install such as when I switch my hard drive out or will it install lion and then upgrade it.

Yes, the recovery will restore whatever version you have installed at the time you restore. The internet recovery should do the same, if you have a new drive put in.
