For those with a 16GB ipad and wanted to do the OTA update to iOS 8 had to have 6.9GB free, laughable

I think it's more likely it will either be 16/64/128 or 32/64/128. I really can't see what Apple can announce at the iPad release to justify holding such and event - Apart from maybe the split screening of multiple apps. Apple might do a doubling of storage just for a new feature to talk about!

I had the same problem, I have just over a gig free on my 16g iPad, I literally cannot delete anything else otherwise I will be deleting actual business data, even though I store allot on DropBox and Google drive I still need to have info such as videos on my device to show clients, so I guess I will not be updating to iOS 8 until I get my new Air which will have iOS 8 preinstalled. But then I am going 128g or 256g if it comes out, lesson learned!

i'm really wondering about that too. maybe they got other hardware to show. or they will dive deeper in to home automation.

Plug it into any computer with iTunes and update it.
