MP 1,1-5,1 will not boot and fans on high when power button pressed

I found my 2006 MacPro with the fans on high this morning and unresponsive so I forced a shut down. I powered it back up and all that happens is the fans come on at high speed. Are there any suggestions as to what I should do, check, look for? I.E. - power supply, PRAM battery fail, etc?
