Not a remote wipe, just a standard wipe from the settings menu.

It resets the phone, but does the setup process force a install of the latest OS?

Nope, it'll just configure the OS you already have installed.

No apple does not Mandate IOS updates once you decline not to install you will stay on ios 5.1.1
