No Mac OS X release has ever been bundled with iLife. However, as Peace said, new Macs with any version of Mac OS X do come bundled with iLife.

No it hasn't. You get iLife on your new machine with the latest OS or a drop in DVD for the latest OS.

If you own a Mac today and SL comes out tomorrow you get SL (for retail price) and nothing more.

That's not a "Mac OSX release" now is it?. It's a special one time deal to sell software. I can guarantee you when SL is released the physical disk itself will not have iLife in it.

There may be a "Bundle package" that includes iLife and iWork but it will be more expensive.

Yes, that is true... the Mac Box Set does include Mac OS X, iLife and iWork. However, I'm assuming the OP was asking about the retail boxes of Snow Leopard, which do NOT include iLife.
