Will spraying paint to the antennae cover decrease reception?

yes it will, but very very very minimally.
If you house your iPhone in a concrete box your reception will suffer.
If you house it in a thin wall of point your iPhone reception will suffer at a 1/1000000 fraction compared to the concrete.
I wouldn't worry about it at all. Cellphones have been painted by 3rd party accessory companies since the very first Nokia over a decade ago.
Unless of course the can of paint you bought is made by NaturalNano*, at which point your pretty much screwed
*mfg of Anti cellphone paint.

If the paint is metallic, it may provide enough shielding to interfere with reception. That's why it's not painted to match the rest of the phone.
Perhaps put some masking tape over the antenna section, paint it heavily, and try it out for a few days?
