if i sync and erase my iPhone 4 on the newest version of itunes, will it also update my phone to the newest iso (i think its 6.1.2). im still on ios 6.0.1, and do NOT want to update, but i do want to be able to put music on my iphone.

so if i sync and erase to the new itunes library,will it also update to the latest IOS version?

if it will, do i have any other options?

Yes, unless you are jailbroken and saved your blobs (dont ask me how that works, google it, I have no idea past that)

If you're just syncing regularly (aka no restore) then you're fine.

If you wanna restore to a non-current iOS version, then look into blobs.
 
You can erase your current iTunes library and Sync your new library if that is what you are asking. You don't have to wipe your entire phone in order to just sync a different library. Syncing music and apps does nothing to your iOS software.
