I work and not allowed a watch on, so if I leave it at home and have my iPhone in my trouser pocket all day will the activity app still work/update without the watch?

No, information plugged into Activity is directly from the  Watch, which is then fed to Health.

Information that can be (steps, stairs), will still be recorded in Health, though.

Hopefully this is something that will be updated in future releases where possible. Sort of like how your resting calories won't count towards your Move ring if you aren't wearing the watch.

Your resting calories don't count toward your move ring either way. Those are active calories only.
