Will the iPhone 13 regular with the iPhone 12 regular leather sleeve and is it compatible with software?

Is your question whether or not the cases from the iPhone 12 will fit the iPhone 13?
Officially (per Apple) they will not. And if you look at the configuration of the camera on the two phones, it is different and dimensionally not the same.
Regarding compatible with software - I'm not sure what you mean by that.
