I get that iOS8 isn't out yet, but when it is officially released on Sept. 17, will it come preinstalled on all iOS devices namely the 5s and 5c?

I am asking because I want to buy the iphone, but would like to see iOS8 preinstalled prior to purchase.
 
Eventually yes. It does take a few weeks for the iOS 7 stock to be depleted before iOS 8 devices are given out.

It depends on how old the stock is.

I do have to ask, why does it matter which version of iOS is installed? It's a free upgrade...
 
According to Apple's online chat service, which now has pre-answered questions, it says that it'll come with iOS 7 installed for those shipped 'today' and that you will be able to upgrade to iOS 8 free of charge (of course). This is for the UK, but i'm sure its the same for the US and other countries.
