I ask this as I have software the wont currently run on a mac os later tan High sierra. I currently run a 2017 all bells and whistles 13" MBP with a 1TB hard drive - which I have divided into 2 partitions - one of which runs H Sierra, the other Mojave.

No, Macs won’t run an OS earlier than they were released.

I’d suggest using Parallels or VMware Fusion to run a High Sierra VM for your legacy software.
 
The oldest version of macOS you can run on any Mac is the version that came with the mac. HS simply does not have the kexts/device drivers needed to run the latest i9 chips and components.
