Yes. It's a requirement of the stipulations in place on the block of 700mhz spectrum they bought and are using for their current LTE network. Their 2nd layer of LTE that they're going to start rolling out by the end of the year doesn't have this requirement, but if the phone uses their 700mhz LTE network, it will still be unlocked.
