If I plugged this - http://www.newegg.com/Product/Product.aspx?Item=N82E16812200691 - Into my PC Graphics Card displayport slot and plugged the wire of a Thunderbolt Display into the other..would it work?

nope. the thunderbolt display will only run off a thunderbolt port.
