I am wondering if leaving usb-c adaptor/dock connected with external power adaptor turned off will drain the battery? I remember I read something somewhere saying the chips in the usb-c adaptor may consume 10-15w power thus should be disconnected with macbook whenever there is no external power supply.

Yes, there is some power draw from connected external devices. If you are trying to maximize battery life unplug all unused external devices.
