Does macOS Ventura improve performance. for games or just in general

Short answer: Probably not much.

Ventura probably won't produce or wring out better performance in benchmarks. If it does, it's will be very marginal.

no. It introduces Metal 3, I think, which has some features meant to enable improved performance. That was described in some keynote, and will be taken advantage of by No Man's Sky.

macOS Monterey 12.3.1 (Last one beta testers could test):

Ventura Beta 11:

Currently, it is on par with Monterey.

If you want to see, Beta 9 is the best score:

Ventura will keep performance the same. I know Monterey's performance was better than Big Sur's.

There’s nothing to improve except add more 120hz support if anny apps need it and fix some few sound glitches.

Do remember: there's always a chance of seeing some increased performance after final GM release since it has always followed that the additional debugging functions present in developer betas will be disabled at that point.
