I noticed that people who bought the iPhone 4 earlier this year cannot get the subsidized pricing for the new iPhone 4S on Verizon. I understand it's been under a year, but AT&T made every exception in the book for its customers.

do you think a year from now, when the next gen iPhone comes out, Verizon will let customers upgrade like AT&T always does?

I'm thinking of making the switch to Verizon for reception issues (AT&T towers in NYC have been unkind to me) but I don't want to have to pay more to upgrade to the next gen iPhone in a year.

You really won't know until next year. I would guess not though.
