Will Windows ever get iCloud Photo Library?

Has there been any news/rumors on this? Afaik you can only use photo stream with iCloud for Windows. I really like Photos on the mac compared to Google Photos/OneDrive, but this is the one thing stopping me from making it my go-to solution for Photos.
