I am currently running a 3GS and have never had a problem with call quality or dropping. I heard that Iphone 4 had issues and Apple even at one point gave away free bumpers.

Will the 4S still have these problems or does the new antenna fix this? (I.E will some sort of bumper still be needed?)

No one has a 4S so no one has an answer. I have a naked iphone 4, no problems
 
The 4s seems to have the same antenna design as the Verizon iPhone 4 (which is different than the ATT iPhone 4). I'm not any kind of expert here, but I'm hopeful this means improved reception. At the event yesterday they also discussed some improvement to cell tower switching which is gibberish to me, but I interpreted it to mean better reliability.

I have an iPhone 4 and I get dropped calls all the time, more than I did with the 3GS.
