I'm running Windows 7 in VMWare and haven't upgraded Windows because I'm using a legacy software that only runs up to Windows 7.

Does anyone know if, when the Windows 10 upgrade comes out, whether I can use the Windows 10 upgrade in one VM, and keep using my old Windows 7 in another VM?

If it works the way the Win 8 upgrade worked, once you've upgraded that copy of 7, it'll continue to work but you won't be able to ever reactivate it with that serial number. Technically, continuing to use 7 when you upgraded to 8 is a violation of the license, so I'd assume the 10 upgrade will be similar.
 
One trick I've used with Parallels is to install windows as a new VM, activate it, then make extra copies of the VM for different uses like test, qa, and production. I don't have to activate those copies. If I screw up one of the VMs it's easy to make a new copy.

In your case I would make a copy of a Win 7 VM and upgrade it to Win 10 and save it.
