Hi, guys, because of the C2D CPU used in new air, I am wondering the MAC OS on the this 13" air is32 or 64 bit? If I install windows 7 via parallels desktop or bootcamp, should I install windows on 32 or 64 bit?

OS X is 64 bit. As far as Windows 7 goes, 64bit offers more security features that isn't a part of the 32bit ISA, so definitely go for the 64bit edition. Plus, if you choose to install Windows 7 using bootcamp, you'll be able to take advantage of all 4gb's of RAM.

I'd imagine you can install 64-bit. My older MacBook Pro (with Core 2 Duo) was able to run Windows 7 64-bit.
