I've been enjoying my new MBP 13 2015 8GB RAM 128GB SSD. As of yesterday, I installed Windows 8.1 via Bootcamp and gave it 40GB partition. I noticed windows 8.1 boot up 1-3 seconds faster than Apple OS. I tested 6 times and Windows beat it every time. Both OS's have up-to-date updates.

Someone please explain why?
 
I am not surprised. Win 8.1 is a very good OS and pretty damn fast especially when running off a SSD.
Even read and write speeds of the PCI-E SSD in the Macbook are 5-10% faster in Win 8.1 than in OSX.

You shouldn't worry about though. 2-3 seconds is nothing. Just enjoy your Mac.
