Windows annoys me -- How block popup notifications?

When I load Windows XP, I get a popup notification from the "wireless network" icon on the dock. How can I disable it?

Thanks!
 
There may be a hack for it in TweakXP or something similar. Windows 7 doesn't have this problem.
